The main objective of the National School of Maritime Safety and Administration (ENSAM) is:

  • To ensure continuing training for public officials of all statuses and all ministries participating in maritime public policies (around 1,200 trainees per year).
  • To provide initial training for maritime affairs administrators and ship safety inspectors from the Ministry of the Sea and from mainly French-speaking non-EU countries (Togo, Madagascar, etc.).

The particularity of ENSAM is that within it there is a large military school “the School of Maritime Affairs Administration” (EAAM), providing initial training for maritime affairs administrators. The promotions of these career student officers, from the National Navy within the Ministry in charge of the Sea, are of the order of fifteen students per year:

  • From IEPs and faculties of law or economic sciences,
  • From major business schools
  • From X
  • From other civil or military corps
  • From the merchant navy
  • The training is delivered in close collaboration with the Naval Academy, with the University of Le Havre (Master 2 in maritime activities law) and with the National Institute of Public Service (formerly ENA) for the common core “senior civil service” .

Word from the director

The sea is a wonderful school. It tempers characters, develops instinct, sharpens reason. It gives you a taste for effort and team spirit. It arouses curiosity and encourages travel. At sea, no comfort zone, no beaten paths. ENSAM is the only major maritime public service school. The executives it trains will lead the French maritime policy of tomorrow. The school of maritime affairs upon arriving in Le Havre, especially within the walls of the ENSM, benefits from a particularly dynamic academic and maritime ecosystem.
